Programme Officer (Ukraine)

About LAW
Founded in 2013, Legal Action Worldwide is an independent non-profit organisation comprised of human rights lawyers and jurists, united in our belief that those who have experienced grave human rights violations and international crimes, should receive targeted, survivor-centred, gender-competent, and trauma-informed support to access the justice they deserve.
LAW’s teams work in/on conflict-affected and fragile contexts across 18 countries including South Sudan, Sudan, Tigray, Somalia, Lebanon, Syria, Ukraine, Sri Lanka and Myanmar, combining national and international expertise to provide legal redress to the most vulnerable. LAW undertakes creative accountability strategies, including strategic litigation at national, regional and international levels. In 2024, we secured 206 favourable decisions at national, regional and international courts. Alongside this, we provide technical assistance to strengthen justice institutions to ensure they are equipped to uphold the rule of law and promote accountability.

About the role
LAW seeks an experienced Programme Officer to support the delivery and implementation of its Programme in Ukraine. You will work closely and in collaboration with the Programme Manager and partners playing a crucial role in effectively executing the programme activities. Key project activities include capacity building, such as training, legal research, legal assistance to Ukrainian survivors and victims, including litigation on their behalf.
Where: The position will be based in Kyiv. You must have the legal right to work in Ukraine.
Flexible hybrid work arrangements are available, subject to operational and management’s discretion.
Duration:This position is funded full-time on a 12-month contract. Extension possible subject to funding.
Salary: USD 22,356 to USD 24,300 per year (based on experience) plus benefits.
Additional details
You will provide comprehensive support to the Programme Manager across all activities ranging from legal matters to partnership development and advocate passionately for LAW’s programme to diverse audiences.
The Programme Officer will perform duties in accordance with the responsibilities outlined below:
Programme
- Organise and participate in outreach activities, including capacity building, awareness raising, and advocacy.
- Support the LAW team and partners in developing materials for legal information and assistance campaigns.
- Conduct legal or desk research on topics relevant to atrocity crimes and human rights violations in Ukraine as and when required.
- Produce analytical materials, including research memos, that will inform decision-making processes within the organisation and may also serve as the basis for legal actions or advocacy efforts.
- Plan and organise events, training courses, field visits, missions, and interviews of witnesses.
Partnerships, Advocacy, and Communications
- Maintain communication with LAW’s partners in Ukraine, track and review their work, and, make recommendations on how to improve coordination and joint activities.
- Assist the team with building new partnerships with Ukrainian and international NGOs, government authorities, and UN agencies, as well as maintaining existing external partnerships.
- Draft, edit, and distribute content, including publications, press releases, website content, annual reports, speeches, and other promotional materials.
Monitoring, Evaluation, and Learning
- Support the Programme Manager with implementation of MEL activities and use of M&E tools to record information.
- Contribute to drafting narrative reporting; liaise with partners to ensure timely reporting.
- Compile and analyse global indicators for monthly reporting
Admin and Logistics
- Organise internal and external meetings, assisting with preparing agendas and note-taking.
- Attend and contribute to meetings with partners and key stakeholders as and when required.
- Managing and overseeing office supplies in coordination with external service providers.
- Liaise regularly with Global HR and Finance to ensure that administrative procedures are being followed accurately, kept up-to-date, and disseminated to the programme team.
- Take ownership of individual workplan and internal administrative calendars to ensure progress is being made towards programme goals and key deadlines.
About you
- Bachelor’s degree in development studies, international relations, law, or a related field.
- Minimum 3 years of relevant experience working within the NGO sector, as part of a human rights, legal aid, or legal accountability programme.
- Good knowledge and understanding of the context of Russia’s war in Ukraine and its implications for justice and accountability.
- Track record of research and analytical skills.
- Experience drafting analytical materials and research memoranda on legal issues is desirable.
- Experience delivering M&E activities and reporting.
- Experience establishing and maintaining effective partnerships with Ukrainian or international NGOs or government institutions is desirable.
- Experience designing and implementing capacity building, outreach, or advocacy campaigns is desirable.
- Demonstrated experience delivering on program expenditures, overseeing compliance procedures, or undertaking logistical, security duties.
- Fluent Ukrainian, excellent written and oral communication in English.
- Excellent organisational skills with ability to meet deadlines and take on tasks from beginning to fulfilment.
- Proficiency in Microsoft Office Suite and strong technical literacy.
- Flexible and familiar with the volatile and unpredictable nature of working in conflict environments.
