Programme Officer (Ukraine)
The Programme Officer will report directly to the Programme Manager. You will advocate in a compelling manner on LAW’s programme to a wide range of audiences. You will organise and maintain diverse and complex case files electronically across a range of jurisdictions, developing efficient systems to ensure that programme team is thriving.
Background
Legal Action Worldwide (LAW) is an independent, non-profit organisation comprised of human rights lawyers and jurists working in fragile and conflict-affected areas globally, with field offices in the Middle East, Africa and South Asia. LAW has a particular focus on gender equality and sexual and gender-based violence, the rule of law and accountability and transformative justice – working to bring justice to those who need it most. LAW’s portfolio includes multiple ground-breaking cases, which utilise creative legal strategies on behalf of victims and survivors from some of the most challenging contexts, representing more than 1000 clients. LAW’s ground-breaking work has received international media coverage, including in the New York Times, the Times of London, the Guardian, Al-Jazeera, BBC News, France24, The Independent, Voice of America, Huffington Post and Foreign Policy.
LAW’s Programme in Ukraine seeks to advance justice for survivors of international crimes and human rights violations. We collect evidence and initiate strategic litigation cases, primarily in foreign courts under the principles of universal and extraterritorial jurisdiction. We also support Ukrainian authorities, including law enforcement and prosecutors, and seek to strengthen the implementation of the “do no harm” approach at all levels.

Where: The position will be based in Kyiv, Ukraine.
Flexible and hybrid work arrangements are available, subject to operational and management’s discretion.
Duration: This position is funded full-time with a 12-month contract. Subject to funding, an extension is possible.
Salary: Competitive rates of pay and benefits will apply.
Estimated $27,600 – $38,400 gross per year depending on experience plus core benefits including medical contribution. In addition, up to 30 days annual leave entitlement plus 10 bank holidays.

Role overview
The Programme Officer will report directly to the Programme Manager. You will advocate in a compelling manner on LAW’s programme to a wide range of audiences. You will organise and maintain diverse and complex case files electronically across a range of jurisdictions, developing efficient systems to ensure that programme team is thriving. The Programme Officer will perform duties in accordance with the responsibilities outlined below:
Programme
- Organize and participate in programme outreach activities, including awareness raising and advocacy activities;
- Support the Programme Manager with implementation of MEL activities and use of M&E tools to record information;
- Compile and analyse global indicators for monthly reporting;
- Provide guidance to ensure effective implementation of project activities in line with donor requirements and LAW policies;
- Support with conducting legal or desk research on topics relevant to atrocity crimes in Ukraine as and when required;
- Assist in investigating particular incidents and gathering supporting evidence;
- Produce analytical materials, including research memos, that will inform decision-making processes within the organization and may also serve as the basis for legal actions or advocacy efforts;
- Draft, edit, and distribute content, including publications, press releases, website content, annual reports, speeches, and other marketing material that communicates the programme’s activities, products and/or services;
- Support, track and review the work of the partner organisation, make recommendation on how to improve coordination in discussions with partner and external stakeholders.
Admin and Logistics
- Planning and logistical support for organising events, training courses, field visits, missions, and interviews of witnesses;
- Supporting the Programme Manager in ensuring that the Ukraine Programme is compliant with all relevant legal requirements relating to security, health and safety, safeguarding and employment law;
- Organising internal and external meetings, assisting with preparing agendas and note-taking;
- Attending and contributing to meetings with partners and key stakeholders as and when required;
- Procurement of goods and services; identifying and negotiating with suppliers, ensuring cost-effective procurement, and maintaining records of all procurement activities;
- Managing and overseeing office supplies in coordination with external service providers
Finance Support
- Contribute to drafting and preparing financial and narrative reporting; liaise with partners to ensure timely reporting;
- Support financial and administrative duties related to the running of the programme under the supervision of the Programme Manager, including procurement and financial compliance processes;
- Support with payment, invoices and maintaining office supplies;
- Liaise regularly with Global HR and Finance to ensure that administrative procedures are being followed accurately, kept up-to-date, and disseminated to the programme team.
- Take ownership of individual workplan and internal administrative calendars to ensure progress is being made towards programme goals and key deadlines
About you
- You must have the legal right to work in the Ukraine;
- Bachelor’s degree in development studies, international relations, law, or a related field;
- 3 years of relevant experience working within the NGO sector, as part of a human rights, legal aid, or legal accountability programme;
- Track record of delivering programme, administrative and/or finance role;
- Experience delivering M&E activities and reporting;
- Demonstrated experience delivering on program expenditures, overseeing compliance procedures, or undertaking logistical, security duties;
- Good knowledge and understanding of the context of Russia’s war in Ukraine;
- Excellent written and oral communication in English; fluency in Ukrainian is required;
- Excellent organisational skills with ability to meet deadlines and take on tasks from beginning to fulfilment;
- Track record of strong interpersonal skills and ability to develop relationships at all levels
- Proficiency in Microsoft Office Suite and strong technical literacy.
- Flexible and familiar with the volatile and unpredictable nature of working in conflict environments.
