Mr. President, excellencies, 

Legal Action Worldwide welcomes the findings by the FFM, including its novel and sobering finding of the RSF’s potential extermination as a crime against humanity. 

Sudan is well on its way to mark a third consecutive year of devastating armed conflict. The survivors we represent consistently remind us [QUOTE]: 

“We are invisible to the world, yet we are the ones carrying the wounds.” 

Since April 2023, tens of thousands of civilians have been killed. Many more endure rape and other forms of sexual violence, forced displacement, starvation as a method of warfare, and the deliberate destruction of homes, hospitals, markets and other vital civilian infrastructure. Tens of thousands of Sudanese also remain missing, while humanitarian workers and human rights defenders are being murdered for trying to save lives and uphold basic rights. 

Delaying justice is not neutral – it is a choice that signals such crimes can be committed without consequence. We therefore urge this Council to: 

  • Reinforce and adequately resource the Fact-Finding Mission on Sudan; 
  • Strive to secure humanitarian access and protection from CRSV; and 
  • Embed survivor participation at the core of any justice and peace processes. 

Mr. President, 

We have seen impunity fuel Sudan’s perennial cycles of violence and conflict for decades. The questions before this Council are therefore very stark: 

  • What more will the Council do to ensure that the crimes of today do not become tomorrow’s forgotten atrocities, and 
  • How will the Council stand with survivors in their calls for justice, rather than risk signalling that mass atrocities carry no cost?
