Frontline Insights #1 April – LEBANON: Escalation of the Conflict in the Southern Region, Conduct of Hostilities, Forced Displacement, and Civilian Protection Concerns

Issue #1 of Frontline Insights — LAW’s new monthly legal and policy brief series — addresses the escalation of conflict in southern Lebanon, where more than 1.2 million people have been displaced since 2 March 2026.
Our preliminary legal analysis examines whether Israel’s mass evacuation orders constitute lawful advance warnings or unlawful forced displacement. The evidence points decisively toward the latter.
LAW has been operational in Lebanon since 2018. We have supported over 13,000 individuals with legal information and provided legal assistance or representation to more than 3,500 people, including nearly 3,000 migrant domestic workers. We hold a 100% success rate in obtaining protection orders in sexual violence cases.
In response to this crisis, our legal protection team is on the ground, providing legal information, individual assistance, and rapid response interventions in collective shelters and host communities. Our confidential hotline is operational for survivors of GBV, exploitation, and abuse.
We call for an immediate cessation of hostilities, the protection of all civilians regardless of compliance with evacuation orders, and unimpeded humanitarian access to all affected areas, including south of the Litani River.
Displaced civilians must be permitted to return to their homes voluntarily, safely, and in dignity, or otherwise be supported in achieving a durable solution, including reconstruction, restitution, or compensation where return is not possible.
