Training materials accompanying the International Protocol on the Documentation and Investigation of Sexual Violence in Conflict 

 

The provided training package is a direct Burmese translation of Institute for International Criminal Investigations (IICI) published training materials to accompany the second (March 2017) edition of theInternational Protocol on the Documentation and Investigation of Sexual Violence in Conflict 

The International Protocol on the Documentation and Investigation of Sexual Violence in Conflict is a set of guidelines setting out best practice on how to document, or investigate, sexual violence as a war crime, crime against humanity, act of genocide or other serious violation of international criminal, human rights or humanitarian law. For the purpose of this Protocol, such crimes and violations under international law are referred to as Conflict and Atrocity-Related Sexual Violence. Examples of intended uses: 

  • Documenting sexual violence as crimes under international law for national or international criminal prosecution or to preserve evidence for future criminal prosecutions 
  • Victim representatives and civil parties representing victims before domestic, international and hybrid courts 
  • Gathering evidence of sexual violence for the purposes of civil compensation claims 
  • Gathering evidence of sexual violence for human rights litigation and advocacy 
  • Documenting sexual violence for commissions of inquiry, truth-telling and other fact-finding mechanisms 
  • Documenting impact and harm for administrative reparations claims  
  • Gathering information of sexual violence for advocacy;  
  • Researching sexual violence to improve understanding of prevalence, patterns and impact 
  • Recording first-hand information from victims and other witnesses for any of the above purposes. 

The tool for SGBV investigation/documentation trainers is a comprehensive package of training materials offering a range of basic to advanced training modules on understanding, documenting and analysing Conflict Related Sexual Violence crimes. The package comprise (a) guidance notes for trainers and (b) suggested (PowerPoint) presentations. Trainers can tailor the PowerPoint slides as they wish. 

The set of guidance notes includes notes on module objectives, key points for trainers to consider highlighting during each module, the possible duration of each module, and, for some modules, proposed exercises. The set of guidance notes comprises 19 (Word) documents: introductory notes/ cover pages (1 document); 17 separate guidance notes (modules), ie, one for each chapter of the International Protocol on the Documentation and Investigation of Sexual Violence in Conflict; and a fact scenario for one of the proposed exercises (1 document). The set of PowerPoint presentations comprises 17 documents, ie, one module for each chapter.  

While this material is intended for trainers of CSOs, NGOs and the UN, the PowerPoint presentations are detailed and can offer a solid introduction to the content of International Protocol on the Documentation and Investigation of Sexual Violence in Conflict and can be used for self learning where time or language constrains may limit the ability to use the source material in full.
